1-1 AN ACT
1-2 relating to the establishment and operation of the San Antonio Life
1-3 Sciences Institute in The University of Texas System.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Chapter 75, Education Code, is amended by adding
1-6 Subchapter C to read as follows:
1-7 SUBCHAPTER C. SAN ANTONIO LIFE SCIENCES INSTITUTE
1-8 Sec. 75.201. DEFINITIONS. In this subchapter:
1-9 (1) "Board" means the board of regents of The
1-10 University of Texas System.
1-11 (2) "Health science center" means The University of
1-12 Texas Health Science Center at San Antonio.
1-13 (3) "Institute" means the San Antonio Life Sciences
1-14 Institute.
1-15 (4) "University" means The University of Texas at San
1-16 Antonio.
1-17 Sec. 75.202. ESTABLISHMENT. The board may establish and
1-18 maintain the San Antonio Life Sciences Institute as a joint
1-19 partnership of the health science center and the university.
1-20 Sec. 75.203. ROLE AND SCOPE. (a) The institute shall
1-21 specialize in research and teaching in the life sciences.
1-22 (b) The institute shall develop joint degree programs and
1-23 joint research programs for the health science center and the
1-24 university.
2-1 (c) The institute may accept gifts, grants, and donations
2-2 from any source for the purposes of the program. The institute may
2-3 develop or use land, buildings, equipment, facilities, and other
2-4 improvements in connection with the program. To the extent that
2-5 any funds are appropriated in the General Appropriations Act by the
2-6 77th Legislature, the institute may accept any amount authorized.
2-7 (d) The institute shall seek private, local, and federal
2-8 funding to support the operation and management of the institute.
2-9 Sec. 75.204. OPERATION AND MANAGEMENT. (a) The
2-10 administration of the institute is under the direction of the
2-11 chancellor of The University of Texas System and the board through
2-12 the presidents of the health science center and the university.
2-13 (b) The costs of the operation and management of the
2-14 institute may be paid from money appropriated for that purpose and
2-15 from other money from any public or private source. The institute
2-16 shall retain all indirect costs received or recovered under a grant
2-17 or contract.
2-18 (c) The board may make joint appointments of faculty or
2-19 other personnel to the institute and to either or both the health
2-20 science center and the university. The salary of a person
2-21 receiving a joint appointment shall be apportioned on the basis of
2-22 services rendered.
2-23 (d) The institute shall be located in facilities determined
2-24 appropriate by the board.
2-25 SECTION 2. This Act takes effect September 1, 2001.
