A BILL TO BE ENTITLED
 
AN ACT
 
  relating to the composition of the board of navigation and canal
  commissioners of the Victoria County Navigation District.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subtitle A, Title 5, Special District Local Laws
  Code, is amended by adding Chapter 5005 to read as follows:
  CHAPTER 5005.  VICTORIA COUNTY NAVIGATION DISTRICT
  SUBCHAPTER A. GENERAL PROVISIONS
         Sec. 5005.001.  DEFINITIONS. In this chapter:
               (1)  "Board" means the board of navigation and canal
  commissioners of the Victoria County Navigation District.
               (2)  "District" means the Victoria County Navigation
  District.

  SUBCHAPTER B.  BOARD
         Sec. 5005.051.  COMPOSITION OF BOARD. The district is
  governed by a board of five navigation and canal commissioners
  appointed by the Commissioners Court of Victoria County.
         SECTION 2.  (a)  A navigation and canal commissioner of the
  Victoria County Navigation District serving on the effective date
  of this Act continues to serve until the expiration of the term for
  which the commissioner was appointed.
         (b)  The Commissioners Court of Victoria County shall make
  appointments to the board of navigation and canal commissioners of
  the Victoria County Navigation District to achieve, as soon as
  practicable, the composition prescribed by Section 5005.051,
  Special District Local Laws Code, as added by this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2007.
