Pursuant to a motion by Senator Watson on May 2, 2007, corrections to the minutes from the April 26, 2007, hearing were approved; without objection, it was so ordered.

 

Pursuant to a motion suspending the 24-hour posting rule, in accordance with Senate Rules 11.10 and 11.18, a public hearing of the Senate Committee on Transportation and Homeland Security was held on Thursday, April 26, 2007, in the Senate Chamber at the Chairman's Desk

The chair called the meeting to order at 4:15 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out HCR 173 as pending business. 

 

Senator Wentworth moved that HCR 173 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

The chair laid out SB 154 as pending business. 

 

Senator Wentworth sent up a committee substitute; the chair recognized Senator Wentworth to explain the difference between the committee substitute and the senate bill as filed.  Senator Wentworth moved adoption of the committee substitute; without objection, it was so ordered. 

 

 

 

Senator Wentworth sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. 

 

Senator Wentworth sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. 

 

Senator Wentworth requested unanimous consent to incorporate amendments into the committee substitute; without objection, it was so ordered.  Senator Wentworth then moved that the new committee substitute be adopted; without objection, it was so ordered.  Senator Wentworth moved that SB 154 do not pass but that CSSB 154 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 3 nay, 0 present not voting, and 1 absent. 

 

Senator Wentworth moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 4:21 p.m. Senator Watson assumed the chair. 

 

The chair laid out CSSB 1929, as amended, as pending business and recognized the author, Senator Carona, to explain the bill. 

 

Senator Carona moved that the committee reconsider the vote by which Amendment 1 was adopted; without objection, it was so ordered.  The amendment was withdrawn without objection.

 

Senator Carona sent up Committee Amendment 9 and moved adoption; without objection, the amendment was adopted. 

 

Senator Carona moved that SB 1929 do not pass but that CSSB 1929 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 1 nay, present not voting, and 1 absent. 

 

Senator Shapiro moved that the committee reconsider the vote by which CSSB 1929 was reported; without objection, it was so ordered. 

 

Senator Carona moved that the committee reconsider the vote by which Amendment 7 was previously adopted; without objection, it was so ordered.  The amendment was withdrawn without objection.

 

 

Senator Carona moved that SB 1929 do not pass but that CSSB 1929 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 1 nay, 0 present not voting, and 1 absent. 

 

At 4:25 p.m. Senator Carona resumed the chair. 

 

There being no further business, at 4:26 p.m. The chair moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
