Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Redistricting, Select was held on Wednesday, June 12, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:09 AM.

 

The clerk called roll. A quorum was present and the following business was transacted:

 

Senator Seliger moved adoption of the minutes from the previous hearings held on June 6, 2013, June 7, 2013, and June 8, 2013; without objection, it was so ordered.

 

At 9:11 AM Senator Uresti assumed the chair.

 

Senator Jose Rodriquez was present at the hearing.

 

The chair laid out as a matter of pending business SB 2 and recognized the author, Senator Seliger, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Zaffirini sent up Committee Amendment 1 and moved adoption; the motion failed with a record vote of 6 ayes, 7 nays, 0 present not voting, and 2 absent.

 

Senator Seliger moved that SB 2 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 3 and recognized the author, Senator Seliger, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Zaffirini sent up Committee Amendment 1 and moved adoption; the motion failed with a record vote of 6 ayes, 8 nays, 0 present not voting, and 1 absent.

 

Senator Seliger moved that SB 3 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 6 nays, 0 present not voting, and 1 absent.

 

As a matter of pending business, the chair laid out SB 2 and recognized Senator Seliger for a motion. Senator Seliger moved that SB 2 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 4 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 4 and recognized the author, Senator Seliger, to explain the bill.

Senator Zaffirini sent up Committee Amendment 1 and moved adoption; the motion failed with a record vote of 6 ayes, 8 nays, 0 present not voting, and 1 absent.

 

Senator West sent up Committee Amendment 2 on behalf of Senator Watson. Senator West pulled down Committee Amendment 2. Without objection, it was so ordered.

 

At 10:13 AM Senator Seliger resumed the chair.

 

Senator Uresti sent up Committee Amendment 3 and moved adoption; the motion failed with a record vote of 2 ayes, 12 nays, 0 present not voting, and 1 absent.

 

At 10:28 AM Senator Uresti assumed the chair.

 

Senator Garcia sent up Committee Amendment 4 and moved adoption; The motion failed with a record vote of 3 ayes, 11 nays, 0 present not voting, and 1 absent. Senator Patrick and Senator Estes asked to be shown voting nay on Committee Amendment 4; without objection, it was so ordered. Senator Uresti asked to be shown voting aye on Committee Amendment 4; without objection, it was so ordered.

 

Senator Garcia sent up Committee Amendment 5 and moved adoption; The motion failed with a record vote of 5 ayes, 9 nays, 0 present not voting, and 1 absent.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Seliger moved that SB 4 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 6 nays, 0 present not voting, and 1 absent.

 

At 11:10 AM Senator Seliger resumed the chair.

 

There being no further business, at 11:14 AM Senator Seliger moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
