Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Thursday, April 18, 2013, at Senator Van de Putte's Desk.

The chair called the meeting to order at 3:18 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 1892 and recognized Senator Campbell, in the absence of the author, to explain the bill.

 

Senator Campbell sent up a committee substitute; the chair recognized Senator Campbell to explain the difference between the committee substitute and the senate bill as filed. Senator Campbell

 

Senator Van de Putte moved that SB 1892 do not pass but that CSSB 1892 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered.

 

To allow Senator Garcia the opportunity to experience presenting her first Senate Bill to the Full Senate the recommendation was made to allow her the opportunity to present CSSB 1892 to the Full Senate.  Senator Campbell made an attempt to recommend the Local Calendar but then the committee overwhelmingly decided the Full Senate floor was the best decision for CSSB 1892.

 

At 3:20 PM Senator Davis assumed the chair.

 

The chair laid out as a matter of pending business SB 1536 and recognized the author, Senator Van de Putte, to explain the bill.

 

The Senator Van de Putte sent up a committee substitute; the chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Davis sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Davis sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted.

 

Senator Van de Putte requested unanimous consent to incorporate the amendments into the bill to create a committee substitute; without objection, it was so ordered. Senator Davis then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Davis moved that SB 1536 do not pass but that CSSB 1536 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 1200 and recognized the author, Senator Van de Putte, to explain the bill.

 

Senator Van de Putte sent up a committee substitute; the chair recognized Senator Van de Putte to explain the difference between the committee substitute and the senate bill as filed. Senator Van de Putte moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Van de Putte moved that SB 1200 do not pass but that CSSB 1200 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

At 3:26 PM Senator Van de Putte resumed the chair.

 

There being no further business, at 3:26 PM Senator Van de Putte moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
