A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of the Transportation Safety and Access
  Advisory Committee.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter H, Chapter 201, Transportation Code,
  is amended by adding Section 201.6141 to read as follows:
         Sec. 201.6141.  TRANSPORTATION SAFETY AND ACCESS ADVISORY
  COMMITTEE. (a)  In this section, "committee" means the
  Transportation Safety and Access Advisory Committee created under
  this section.
         (b)  Section 2110.002, Government Code, does not apply to the
  committee.  The committee is composed of a representative appointed
  by:
               (1)  AARP;
               (2)  the Texas chapter of the American Planning
  Association;
               (3)  the Texas chapter of the American Society of
  Landscape Architects;
               (4)  the Association of Texas Metropolitan Planning
  Organizations;
               (5)  the department;
               (6)  the Department of Aging and Disability Services;
               (7)  the Department of State Health Services;
               (8)  an organization, selected by the department, that
  represents bicyclists;
               (9)  an organization, selected by the department, that
  represents persons with disabilities;
               (10)  the Texas Association of Counties; and
               (11)  the Texas Municipal League.
         (c)  Not later than December 1, 2015, the department shall
  ensure that the representatives of the committee are appointed and
  call the first meeting of the committee.
         (d)  The committee shall study methods, including
  infrastructure additions such as sidewalks and bicycle lanes, the
  department can use to improve the safety and access of all users of
  state or federally funded transportation projects.
         (e)  Not later than September 1, 2016, the committee shall
  create and submit to the department a report on the methods
  described in Subsection (d).
         (f)  The committee is abolished and this section expires
  January 1, 2017.
         SECTION 2.  This Act takes effect September 1, 2015.
