Pursuant to a notice posted on May 9, 2016, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Otto, at 10:05 a.m.

 

The initial quorum call was answered as follows: Representatives Otto; Ashby; Bonnen, Greg; Burkett; Capriglione; Davis, Sarah; Gonzales, Larry; Howard; Koop; Miles; Miller, Rick; Phelan; Raney; Rodriguez, Justin; and VanDeaver.

 

A quorum was present.

 


 

Representative Darby was also in attendance.

 

The Committee heard testimony on Appropriations Interim Charge #1 (partial): Examine further progress made during the 84th legislative session to reduce reliance on general revenue dedicated accounts for budget certification. Recommend new or alternative methods to further reduce reliance on dedicated accounts for budget certification purposes and maximize usage of dedicated funds for their intended purposes. Examine other accounts and funding streams utilized by state agencies and institutions of higher education for opportunities to further increase budget transparency.

The Committee heard testimony on Appropriations Interim Charge #3: Examine Texas constitutional spending limits compared to limits utilized in other states, evaluate their effectiveness in maintaining fiscal discipline, and recommend potential modifications, if needed.
