Pursuant to a notice posted on September 14, 2016, revised on September 20, 2016, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Otto, at 9:07 a.m.

 

The initial quorum call was answered as follows: Representatives Otto; Ashby; Bell; Bonnen, Greg; Burkett; Capriglione; Giddings; Gonzales, Larry; Howard; Koop; Miller, Rick; Muņoz, Jr.; Phelan; Raney; Rodriguez, Justin; Sheffield; VanDeaver; and Walle.

 

A quorum was present.

 


 

The committee met jointly with the House Committee on Public Education to consider interim charges related to school finance including, but not limited to, school facilities.

 

The charge is listed below:

 

Evaluate the current state of school district facility needs and debt. Determine what constraints or limitations exist across the state, particularly in communities experiencing rapid growth, to fund facilities at the local level. Examine state laws, rules and best practice models for facility efficiency and long term taxpayer savings. Review the current facility funding programs, the Instructional Facilities Allotment (IFA) and the Existing Debt Allotment (EDA), to address school districts' facility needs and provide property tax relief.
