Pursuant to a notice posted on February 16, 2016, the House Committee on Energy Resources met in a public hearing and was called to order by the chair, Representative Darby, at 1:02 p.m.

 

The initial quorum call was answered as follows: Representatives Darby; Paddie; Anchia; Canales; Dale; Keffer; King, Phil; and Landgraf.

 

A quorum was present.

 


 

Testimony taken/registration recorded on conducting legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 84th Legislature.

Testimony taken/registration recorded on studying the enforcement policies of the Railroad Commission of Texas. Consider the effectiveness of maximum fines as a deterrent of violation, the economic benefit of non-compliance, and greater accessibility to enforcement and complaint data for the public.

 

Testimony taken/registration recorded on reviewing seismic research needs for the University of Texas Bureau of Economic Geology and any response to research findings by the Railroad Commission of Texas.
