Pursuant to an announcement from the house floor on May 4, 2015, and permission granted on May 4, 2015, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Cook, at 7:08 p.m.

 

The initial quorum call was answered as follows: Representatives Cook; Giddings; Craddick; Farney; Farrar; Harless; Huberty; Kuempel; Minjarez; Oliveira; and Turner, Sylvester.

The chair laid out HB 537 as pending business.

 

Representative Farrar offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Farrar moved that HB 537, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
