Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, March 24, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 12:47 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

The chair laid out as a matter of pending business SB 159 and recognized the author, Senator Rodríguez, to explain the bill.

 

Senator Rodríguez moved that SB 159 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. Senators Kolkhorst and Van Taylor submitted a motion in writing requesting to be shown voting aye on SB 159.

 

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 892 and the committee substitute to SB 892 and recognized the author, Senator Seliger, to explain the bill.

 

Senator Seliger moved to withdraw the committee substitute; without objection, it was so ordered.

 

Senator Lucio, Jr. assumed the chair.

 

Senator Seliger sent up a committee substitute; the chair recognized Senator Seliger to explain the difference between the committee substitute and the senate bill as filed. Senator Seliger moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Seliger moved that SB 892 do not pass but that CSSB 892 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 1 nay, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business CSSB 893 and recognized the author, Senator Seliger, to explain the bill.

 

Senator Seliger sent up Committee Amendment 1 and moved adoption; without objection, it was so ordered.

 

Senator Seliger requested unanimous consent to incorporate the amendments into the bill to create a committee substitute; without objection, it was so ordered. Senator Seliger then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Seliger moved that SB 893 do not pass but that CSSB 893 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent. Senators Kolkhorst and Larry Taylor submitted a motion in writing requesting to be shown voting aye on SB 893.

 

There being no further business, at 12:55 PM Senator Seliger moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
