Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, May 5, 2015, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:05 AM, the following business was transacted:

 

The chair laid out HB 505 and recognized the Senate sponsor, Senator Estes, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Larry Taylor moved that HB 505 be left pending; without objection, it was so ordered.

 

The chair laid out HB 181 and recognized Senator Kolkhorst, in the absence of the Senate sponsor, to explain the bill.

The chair laid out as a matter of pending business HB 744 in lieu of SB 1723 by Creighton.

 

Senator Van Taylor moved that HB 744 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Huffines submitted a motion in writing requesting to be shown voting aye on HB 744.

 

Senator Van Taylor moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1004.

 

Senator Bettencourt sent up a committee substitute. Senator Bettencourt moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Bettencourt moved that SB 1004 do not pass but that CSSB 1004 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 2 nays, 0 present not voting, and 1 absent. Senator Huffines submitted a motion in writing requesting to be shown voting aye on CSSB 1004.

 

The chair laid out as a matter of pending business SB 1058.

 

Senator Lucio, Jr. moved that SB 1058 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SB 1584 and recognized the author, Senator Lucio, to explain the bill.

 

Senator Lucio, Jr. sent up a committee substitute; the chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the senate bill as filed. Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Lucio, Jr. moved that SB 1584 do not pass but that CSSB 1584 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business CSSB 1900 and recognized the author, Senator Campbell, to explain the bill.

 

Senator Campbell sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Campbell requested unanimous consent to incorporate the amendments into a committee substitute; without objection, it was so ordered. Senator Campbell then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Campbell moved that SB 1900 do not pass but that CSSB 1900 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 3 nays, 0 present not voting, and 1 absent.
