Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Thursday, May 21, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 8:02 a.m. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Craig Estes and Senator José Rodríguez.

 

Senator Taylor moved adoption of the minutes from the previous hearing held on May 14, 2015; without objection, it was so ordered.

 

Senator Watson moved that the committee vote to approve the nominations of the individuals to the following entities: Adjutant General of Texas, Lower Neches Valley Authority Board of Directors, Nonresident Violator Compact Administrator, Nueces River Authority Board of Directors, Product Development and Small Business Incubator Board, Texas Board of Nursing, One-Call Board of Texas, Texas Funeral Service Commission, Texas Industrialized Building Code Council, Texas Private Security Board, Texas Southern University Board of Regents, Texas State Board of Social Worker Examiners, and Texas Veterans Commission. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Estes submitted a motion in writing to be shown voting aye on the pending nominations; without objection, it was so ordered. 

 

Federico Rangel, a nominee to the Board of Pardons and Paroles, was called to the witness table, made an opening statement, and answered questions from the members of the committee. Mr. Rangel’s nomination was left pending before the committee. See attached witness list.

 

Senator Burton introduced her constituent, Christy Jack, a nominee to the Government Board of the Office of Violent Sex Offender Management, to the members of the committee. Mrs. Jack was called to the witness table and answered questions from the members of the committee. Mrs. Jack’s nomination was left pending before the committee. See attached witness list.

 

All non-appearing nominees, from today’s posted agenda, were left pending before the committee.

 

There being no further business, at 9:11 a.m., Chairman Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
