Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Wednesday, April 8, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 1:47 PM. There being a quorum present, the following business was transacted:

 

The chair recognized Senator Garcia as present, arriving at the end of roll call.

 

The chair recognized Cody DeLarm and Autumn Klepal of Floresville High School to lead the committee in the Pledges to the United States and Texas flags.

 

Senator Burton moved adoption of the minutes from the previous hearing held on April 1, 2015; without objection, it was so ordered.

 

At 1:51 PM Senator Burton assumed the chair.

 

The chair laid out as a matter of pending business SB 1358 and recognized the author, Senator Campbell, to explain the bill.

 

Senator Campbell moved that SB 1358 do not pass but that CSSB 1358 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 1:53 PM Senator Campbell resumed the chair.

 

The chair laid out as a matter of pending business SB 397 and recognized the author, Senator Rodríguez, to explain the bill.

 

Senator Rodríguez moved that SB 397 do not pass but that CSSB 397 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 0 absent. 

 

The chair recognized Senator Birdwell to lay out the Subcommittee Report on SB 185, SB 268, SB 1532, and SB 1819.

 

At 2:04 PM Senator Burton resumed the chair.

 

Senator Birdwell moved adoption of the subcommittee report for SB 1819 including the recommendation that SB 1819 do not pass, but that the committee substitute adopted in lieu thereof be reported to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 3 nays,  0 present not voting, and 0 absent.

 

At 2:40 PM Senator Campbell resumed the chair.

 

Senator Birdwell moved adoption of the subcommittee report for SB 185 including the recommendation that SB 185 do not pass, but that the committee substitute adopted in lieu thereof be reported to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 3 nays,  0 present not voting, and 0 absent.

 

Senator Birdwell moved adoption of the subcommittee report for SB 268 including the recommendation that SB 268 be reported to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Birdwell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Birdwell moved adoption of the subcommittee report for SB 1253 including the recommendation that SB 1253 do not pass, but that the committee substitute adopted in lieu thereof be reported to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hall moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
