Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on -S/C Border Security was held on Monday, March 16, 2015, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:00 AM. There being a quorum present, the following business was transacted:

 

Senators Sylvia Garcia, José Rodríguez, and José Menéndez were also present.

 

Senator Lucio, Jr. moved adoption of the minutes from the previous hearing held on March 9, 2015; without objection, it was so ordered.

 

At 8:14 AM Senator Hall assumed the chair.

 

The chair laid out SB 3 and recognized the author, Senator Birdwell, to explain the bill.

 

Senator Birdwell sent up a committee substitute; the chair recognized Senator Birdwell to explain the difference between the committee substitute and the senate bill as filed. Senator Birdwell moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Lucio, Jr. sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Lucio, Jr. sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that the adopted committee amendments be rolled into a new committee substitute and that the new committee substitute be adopted. Without objection, it was so ordered.

 

Senator Birdwell moved that SB 3 do not pass, but that the new committee substitute adopted in lieu thereof be reported to the full Senate Veteran Affairs and Military Installations Committee with the recommendation that it be sent to the full Senate and that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 10:54 AM Senator Birdwell resumed the chair.

 

The chair laid out SB 185 and recognized the author, Senator Perry, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 1:07 PM Senator Hall assumed the chair.

 

At 1:12 PM Senator Birdwell resumed the chair.

 

At 1:37 PM Senator Birdwell moved that the Committee stand recessed until 30 minutes after adjournment of the Senate. Without objection, it was so ordered.

 

At 6:29 PM Senator Birdwell reconvened the meeting.

 

Upon reconvening, public testimony was continued.

 

At 8:55 PM Senator Hall assumed the chair.

 

At 9:21 PM Senator Birdwell resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that SB 185 be left pending; without objection, it was so ordered.

 

There being no further business, at 10:07 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
