A JOINT RESOLUTION
  proposing a constitutional amendment prohibiting the appropriation
  or distribution of state money for the performance of an elective
  abortion or to a person or entity that performs or assists in
  performing an elective abortion.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article XVI, Texas Constitution, is amended by
  adding Section 7 to read as follows:
         Sec. 7.  (a)  This state may not appropriate any money to an
  agency or political subdivision of this state to be expended for the
  performance of an elective abortion.
         (b)  To the extent allowed by federal law, money appropriated
  by this state to an agency or political subdivision of this state
  may not be distributed to a person or entity that performs or
  assists in performing an elective abortion during the period for
  which the money is appropriated.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 6, 2018.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment prohibiting the
  appropriation or distribution of state money for the performance of
  an elective abortion or to a person or entity that performs or
  assists in performing an elective abortion."
