A BILL TO BE ENTITLED
 
AN ACT
  relating to breast-feeding policies of state agency worksites.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 165.003, Health and Safety Code, is
  amended by adding Subsection (c) to read as follows:
         (c)  The department shall annually submit a list of state
  agencies that are included on the list of "mother-friendly"
  businesses maintained under Subsection (b) to the standing
  committees of the house and senate with jurisdiction over the
  department. 
         SECTION 2.  Subchapter A, Chapter 165, Health and Safety
  Code, is amended by adding Section 165.0035 to read as follows:
         Sec. 165.0035.  STATE AGENCY "MOTHER-FRIENDLY" WORKSITE.  
  (a)  In this section, "state agency" means a board, commission,
  office, department, or other agency in the executive, judicial, or
  legislative branch of state government, including an institution of
  higher education as defined by Section 61.003, Education Code. 
         (b)  To the extent reasonably practicable, each state agency
  shall develop a policy supporting the practice of worksite
  breast-feeding under Section 165.003 and submit its policy to the
  department.
         (c)  The department shall include each state agency that
  develops a policy under this section on the list of
  "mother-friendly" businesses under Section 165.003.
         SECTION 3.  A state agency shall comply with Section
  165.0035, Health and Safety Code, as added by this Act, not later
  than September 1, 2019.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
