A BILL TO BE ENTITLED
 
AN ACT
  relating to assignment by the University Interscholastic League of
  schools to districts for purposes of competition.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 33, Education Code, is
  amended by adding Section 33.089 to read as follows:
         Sec. 33.089.  ASSIGNMENT OF SCHOOLS TO DISTRICTS BY
  UNIVERSITY INTERSCHOLASTIC LEAGUE. (a) Except as provided by
  Subsection (b), the University Interscholastic League may not
  assign a school to a district for purposes of competition if
  placement in that district would require the school to travel more
  than 100 miles to compete against another school assigned to that
  district.
         (b)  The University Interscholastic League may assign a
  school to a district that would otherwise be prohibited under
  Subsection (a) if:
               (1)  a placement permissible under Subsection (a) in a
  district in the appropriate conference based on the school's
  enrollment is not available; and
               (2)  if available, the school declines a placement
  permissible under Subsection (a) in a district in a conference for
  schools with greater enrollment.
         SECTION 2.  Section 33.089, Education Code, as added by this
  Act, applies beginning with the first University Interscholastic
  League reclassification that occurs on or after the effective date
  of this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
