Pursuant to a notice posted on November 6, 2017, revised on November 8, 2017, the House Committee on Public Education met in a public hearing and was called to order by the chair, Representative Huberty, at 8:09 a.m.

 

The initial quorum call was answered as follows: Representatives Huberty; Bernal; Bohac; King, Ken; Meyer; and VanDeaver.

 

A quorum was present.

The committee considered interim charges related to Hurricane Harvey. 

 

The charges are listed below:

 

Recommend any measures needed at the state level to prevent unintended punitive consequences to both students and districts in the state accountability system as a result of Harvey and its aftermath.

 

Examine the educational opportunities offered to students displaced by Harvey throughout the state and the process by which districts enroll and serve those students. Recommend any changes that could improve the process for students or help districts serving a disproportionate number of displaced students.

At 9:30 a.m., on the motion of Representative Bernal and without objection, the meeting was recessed until 9:35 a.m., November 14, 2017, due to technical difficulties and moved to room E2.030.

 

The committee reconvened at 9:38 a.m. in room E2.030 and was called to order by the chair, Representative Huberty.

 

The quorum call was answered as follows: Representatives Huberty; Bernal; Bohac; Deshotel; Gooden; King, Ken; Koop; Meyer; and VanDeaver.
