Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Monday, May 22, 2017, at Senator Lucio, Jr.'s Desk, Senate Chamber.

The Chair called the meeting to order at 10:06 PM.  There being a quorum present, the following business was transacted:

 

The Chair laid out as a matter of pending business HB 3136.  Senator Bettencourt sent up a committee substitute.  The Chair recognized the Senate sponsor, Senator Birdwell, to explain the difference between the committee substitute and the senate bill as filed.  Senator Bettencourt moved adoption of the committee substitute; without objection, it was so ordered.  Senator Bettencourt moved that HB 3136 be reported back to the full Senate with the recommendation that it do not pass and be printed but that the committee substitute adopted in lieu thereof do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The Chair laid out as a matter of pending business HB 4347 and the committee substitute sent up at a previous hearing.  Senator Bettencourt moved to withdraw the committee substitute; without objection, it was so ordered.  Senator Bettencourt sent up a new committee substitute.  The Chair recognized the Senate sponsor, Senator Birdwell, to explain the difference between the committee substitute and the senate bill as filed.  Senator Garcia moved adoption of the committee substitute; without objection, it was so ordered.  Senator Garcia moved that HB 4347 be reported back to the full Senate with the recommendation that it do not pass and be printed but that the committee substitute adopted in lieu thereof do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 10:11 PM Senator Bettencourt assumed the chair.

 

The Chair laid out as a matter of pending business HB 3193.  Senator Lucio, Jr. moved that HB 3193 be reported back to the full Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent.

 

At 10:13 PM Senator Lucio, Jr. resumed the chair.

 

There being no further business, at 10:13 PM Senator Garcia moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
