Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Friday, May 19, 2017, at Senator Estes's Desk.

The chair called the meeting to order at 6:52 PM. There being a quorum present, the following business was transacted:

 

Senator Zaffirini moved to reconsider the vote by which the committee substitute for HB 4029 was adopted and reported favorably at the May 17, 2017 hearing; without objection, it was so ordered.

 

Senator Estes moved that the committee substitute that had been sent up at the May 16, 2017

hearing be withdrawn; without objection, it was so ordered. Senator Rodríguez sent up a new committee substitute. Senator Hinojosa moved adoption of the new committee substitute; without objection, it was so ordered. Senator Hinojosa moved that HB 4029 do not pass but that CSHB 4029 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 1 present not voting, and 1 absent. Senator Burton submitted a motion in writing requesting unanimous consent to be shown present, not voting on CSHB 4029; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 108. Senator Zaffirini moved that HB 108 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 1 nay, 0 present not voting, and 1 absent. Senator Burton submitted a motion in writing requesting unanimous consent to be shown voting nay on HB 108; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 4187 and the committee substitute, which had been sent up at the May 18, 2017 hearing.

 

Senator Seliger moved adoption of the committee substitute; without objection, it was so ordered. Senator Seliger moved that HB 4187 do not pass but that CSHB 4187 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 2 nays, 0 present not voting, and 1 absent. Senator Burton submitted a motion in writing requesting unanimous consent to be shown voting aye on CSHB 4187; without objection, it was so ordered.

 

Senator Zaffirini assumed the chair.

 

The chair laid out as a matter of pending business HB 1300 and the committee substitute, which had been sent up at the May 18, 2017 hearing.

 

Senator Estes moved adoption of the committee substitute; without objection, it was so ordered. Senator Estes moved that HB 1300 do not pass but that CSHB 1300 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 1 present not voting, and 1 absent. Senator Burton submitted a motion in writing requesting unanimous consent to be shown present, not voting on CSHB 1300; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 3360 and the committee substitute, which had been sent up at the May 18, 2017 hearing.

 

Senator Estes moved adoption of the committee substitute; without objection, it was so ordered. Senator Estes moved that HB 3360 do not pass but that CSHB 3360 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 2 nays, 0 present not voting, and 1 absent. Senator Burton submitted a motion in writing requesting unanimous consent to be shown voting aye on CSHB 3360; without objection, it was so ordered.

 

Senator Estes resumed the chair. 

 

There being no further business, at 6:59 PM Senator Estes moved that the Committee be adjourned. Without objection, it was so ordered.
