         Pursuant to a notice posted on February 2, 1999, the House  
         Committee on Appropriations-S/C on Education, met in a public  
         hearing and was called to order by the chair, Representative  
         Cuellar at 8:12 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings; Hochberg;  
                   Mowery (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Show that Representatives Salinas and Berman were present. 
          
         At 9:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until  the adjournment of the house. 
          
         The committee reconvened at 11:20 am and was called to order  
         by the chair, Representative Cuellar.  The roll was answered  
         as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings; Mowery  
                   (4). 
          
         Absent:   Representative Hochberg (1). 
          
         A quorum was present.

         At 12:10 am, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:10 pm. 
          
         The committee reconvened at 1:15 pm and was called to order by  
         the chair, Representative Cuellar.  The roll was answered as  
         follows:
