         Pursuant to a notice posted on February 4, 1999, the House  
         Committee on Appropriations-S/C on Education met in a public  
         hearing and was called to order by the Chair, Representative  
         Henry Cuellar at 8:12 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Cuellar; Delisi; Hochberg; Mowery  
                   (4). 
          
         Absent:   Representative Giddings (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Show Representatives Ron Lewis, Joe Deshotel, Allan Ritter and  
         Dan Ellis present. 
          
         At 9:45 am, on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the house. 
          
         The committee reconvened at 11:20 am and was called to order  
         by the chair, Representative Cuellar.  The roll was answered  
         as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings (3). 
          
         Absent:   Representatives Hochberg; Mowery (2). 
          
         A quorum was present.

         At 12:00 pm, on the motion of the chair and without objection,  
         the meeting was recessed until  
         1:00 pm. 
          
         The committee reconvened at 1:11 pm and was called to order by
