         Pursuant to a notice posted on March 5, 1999, the House  
         Committee on Appropriations-S/C on Education and the House  
         Committee on Appropriations-S/C on Criminal Justice met in a  
         joint public hearing and was called to order by the chair,  
         Representative Henry Cuellar at 1:40 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Cuellar; Delisi; Giddings (3). 
          
         Absent:   Representatives Hochberg; Mowery (2). 
          
         A quorum was present.

         At 2:55 pm, on the motion of the chair and without objection,
