         Pursuant to a notice posted on February 3, 1999,  the House  
         Committee on Appropriations-S/C on Criminal Justice, met in a  
         public hearing and was called to order by the chair,  
         Representative Sylvester Turner, at 1:07 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Turner, Sylvester; Farrar; Staples;  
                   (3). 
          
         Absent:   Representatives Van de Putte, Gallego.(2). 
          
         A quorum was present. 
          
         (Representatives Gallego and Van de Putte now present.)   
          
         Testimony was taken.  (See attached witness list.) 
          
         At 7:06 pm, on the motion of the chair and without objection,  
         the meeting was adjourned until    8:00 am on February 9,  
         1999.
