         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Thursday, February 18, 1999 in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 12:40 pm.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         Senator Harris presented a new temporary Senate Policy  
         regarding the number of people on the Senate floor during the  
         76th Legislative Session.  Senator Ellis moved adoption.   
         There being no objections, it was adopted. 
          
         There being no further business, at 12:43 pm Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
