         public hearing and was called to order by the chair,

         A quorum was present.

         At 9:50 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 11:15 p.m., January 31, 2001. 
          
         The committee reconvened at 11:20 a.m. and was called to order
