Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Junell, at 1:04
p.m.

Representative Heflin moved the adoption of LBB recommendations
with the following changes: Fund reduction at the request of the
agency in FY 2002 - 2003; Reduction in Capital Budget Rider in
all funds for FY 2002 and with the following changes: (Technical
Change) Adjustment Strategy A.1.2., Surface and Costal Leasing
for Comptroller's BRE. Add Capital Budget rider (Heflin #1).
Without objection, the motion was adopted.
Trusteed Programs within the General Land Office

Representative Heflin moved the adoption of LBB recommendations
with the following changes: Refer Unexpended Balances Rider out
of Coastal Protection Account in FY 2002. Refer Article XI:
Unexpended Balances between Biennia for Coastal Erosion Control.
Add Unexpended Balances rider (Heflin #1) and Article XI
Unexpended Balances rider (Heflin #2). Without objection, the
motion was adopted.

Advisory Committee Members rider (Luna #3). Without objection,
the motion was adopted.
Department of Economic Development
Representative Luna moved the adoption of LBB recommendations
with the following changes: Funding Reduction in General
Revenue, Add with the following changes: Technical Changes to
Bill Pattern. Add Technical Adjustment, Appropriation: Texas
Leverage Program Fund rider Technical Adjustment, Appropriation:
Licensing and Merchandising Fees rider; and Technical
Adjustment, Appropriation: Limited to Revenue Collections;
Capital Budget rider (Luna #1). Without objection, the motion
was adopted.

Representative Puente moved the adoption of LBB recommendations
with the following changes: Lottery Operations reduction in
General Revenue for the biennium, Technical Adjustment:
Reduction from Lottery Account 5025 from Strategy A.1.1., Amend
Rider #3 Appropriations of increased revenue to reflect
Comptroller Lottery Sales Estimates. Add Conform with the
Comptroller's Revenue Estimate and Decrease Funding due to
Savings from an in House Drawing Studio rider (Puente #2),
Delete Rider #4 rider (Puente #2), Capital Budget rider (Puente
#3). Without objection, the motion was adopted.
Water Development Board
Representative Puente moved the adoption of LBB recommendations
with the following changes: Appropriation: Water assistance Fund
Rider #3 in Water Assistance Fund 480 for the biennium. Article
XI: Strategic Mapping Pool in Funding. Add Appropriating Fund
Balances in the Water Assistance Fund rider (Puente #1),
Unexpended Balance Authority within the Biennium for the
Groundwater Loan Assistance Fund rider (Puente #2) and Capital
Budget rider (Puente #3). Without objection, the motion was
adopted.
Non-Self Supporting General Obligation Water Bonds
Representative Puente moved the adoption of LBB recommendations
with the following changes: Payment of Debt Service:
Economically Distressed Areas Bond rider (Puente #1) and General
Revenue Debt Service for State Participation Bonds rider (Puente
#2). Add Article XI: State Participation Bonds Authority to
Issue and Debt Service. Without objection, the motion was
adopted.
Preservation Board
Representative Pickett moved the adoption of LBB recommendations
with the following changes: Additional FTEs for the State
History Museum. Fund Major Repairs and Equipment Replacement
for the Capitol rider (Pickett #2) and Capital Budget rider
(Pickett #1). Without objection, the motion was adopted.
Texas State Library and Archives Commission
Representative Pickett moved the adoption of LBB recommendations
with the following changes: (Technical Adjustments) Article XI:
Appropriation for Loan Star Libraries. Add Capital Budget rider
(Pickett #1). Without objection, the motion was adopted.
Advisory Commission on Emergency Communications
Representative Pickett moved the adoption of LBB recommendations
with the following changes: Technical Adjustment for BRE. Add
Acquisition of Poison Control Center Wide Area Network rider.
Without objection, the motion was adopted.
Soil and Water Conservation Board
Representative Puente moved the adoption of LBB recommendations
with the following changes: Article XI: Appropriation Flood
Control Structures in Funding for the biennium, (Part 1)
Contingency Appropriation - Matching Funds for Flood Control
Structure Rehabilitation Rider in General Revenue, (Part 2)
Operation and Maintenance in General Revenue, Conservation
Incentive Program in General Revenue for the biennium, State
Brush Control Program for Water Yield for the biennium, and
Pecos River Ecosystems Projects in General Revenue for the
biennium. Add Continency Appropriation or Flood Control Dam
Rehabilitation rider (Puente #1).
Office of Risk Management
Representative Heflin moved the adoption of LBB recommendations
with the following changes: Increase Travel Authority. Add
Travel Cap Authority rider (Heflin #1), Risk Management Guide
rider (Heflin #2) and Capital Budget rider (Heflin #3).
Workers' Compensation Payments
Representative Heflin moved the adoption of LBB recommendations
with the following changes: Reporting of Worker's Compensation
Claims rider (Heflin #1) and Expenditure for Prior Year's Claims
rider (Heflin #2).
At 8:27 p.m., on the motion of the chair and without objection,
