Pursuant to a notice posted on May 23, 2002, the House Committee
on Criminal Jurisprudence met in a public hearing and was called
to order by the chair, Representative Hinojosa, at 10:20 a.m.
The roll was answered as follows:

Chair recognized Ruben Bonilla, Jr., Chairman of the Port of
Corpus Christi Authority, for opening statements.

At 12:30 p.m., on the motion of the chair and without objection,
the meeting was recessed until 1:35 p.m., June 28, 2002.
The committee reconvened at 1:35 p.m. and was called to order by
the chair, Representative Hinojosa. The roll was answered as
