         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Monday, February 26, 2001, in E1.714

         Senator David Cain                      None 
         Senator Steve Ogden 
         Senator J. E. Brown 
         Senator Mike Moncrief 
         Senator Judith Zaffirini

         The chair called the meeting to order at 4:03 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Zaffirini moved adoption of the minutes from the  
         previous hearing held on February 7, 2001; without objection, it  
         was so ordered.   
          
         The chair laid out HCR42 and recognized the Senate sponsor,  
         Senator Bivins, to explain the resolution.  
         Senator Moncrief moved that HCR42 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a record vote of 5 ayes, 0 nay, 0  
         present not voting, and 0 absent.  Senator Zaffirini moved that  
         the bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         Chairman Cain asked if there were any questions or comments  
         about any of the bills recommended for the March 1, 2001 Local  
         and Uncontested Calendar.  There was discussion.  Senator  
         Moncrief moved that all of the bills (20) on the recommended  
         list be certified for the Local and Uncontested Calendar, with  
         the exception of SB 120, SB 243 and SB 363 (list attached).  SB  
         120 and SB 243 were left pending for further consideration.  SB  
         363 was not certified because it had already passed on the  
         Senate floor. 
          
         There being no further business, at 4:15 p.m. Senator Zaffirini  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
