11.18, a public hearing of the Senate Committee on Finance was
held on Monday, March 12, 2001, in the Capitol Extension, Room

The Committee continued its markup session on the General
Appropriations Bill (Senate Bill 1). Senator Ellis recognized
Senator Duncan, Chairman of the work group for Public Education
and Higher Education (Article III), to present the work group
recommendations to the full Committee on the following:
Motion for Funding Certain Items Within Article III - Education
Details listed from the work group packet were summarized by
Senator Duncan for TEA, Higher Education and Public Education.
Senator Duncan's work group recommendations were adopted without
objection.

The Committee considered the following bills at 10:50 A.M.:
SB 1037:
Senator Barrientos assumed the chair and recognized the author,
Senator Ellis, to explain SB 1037. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Ellis moved that SB1037 be reported favorably to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a record vote of 13 ayes, 0 nay, 0 present not
voting, and 0 absent. Senator Ellis moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
SB 1038:
Senator Barrientos assumed the chair and recognized the author,
Senator Ellis, to explain SB 1038. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Ellis sent up Committee Amendment 1 and moved adoption. The
motion carried with a record vote of 13 ayes, 0 nay, 0 present
not voting, and 0 absent. Senator Ellis moved that SB1038, as
amended, be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
record vote of 13 ayes, 0 nay, 0 present not voting, and 0
absent. Senator Ellis moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
SB 1263:
Senator Barrientos assumed the chair and recognized the author,
Senator Ellis, to explain SB 1263. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Ellis moved that SB1038 be left pending; without objection, it
was so ordered.
Truan assumed the chair and took up witness testimony on the
revised Leases of State-Owned Oyster Beds and Commercial Fishery
License Fees Rider by Senator Duncan and Jackson. Witness
testimony on attached list.
There being no further business, at 4:53 p.m. Senator Ellis
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
