Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Tuesday, March 13, 2001, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 8:05 a.m. There being
a quorum present, the following business was transacted:
The Committee continued its mark up on the General
Appropriations Bill (Senate Bill 1). Senator Ellis recognized
Senator Zaffirini, Chair of the workgroup on Health and Human
Services (Article II), to lay out the workgroup recommendations
to the full Committee. LBB also provided mark up
recommendations on Health & Human Services (Article II).
HEALTH & HUMAN SERVICES:
Early Childhood Intervention:
LBB covered markup highlights of their recommendation. LBB
proposed 2 technical adjustments, both of which were
adopted without objection. Workgroup recommendation was
adopted without objection.
Commission for the Deaf & Hard of Hearing:
LBB proposed 2 technical adjustments, both of which were
adopted without objection. Workgroup recommendation
adopted without objection.
Department of Health:
LBB provided a brief overview of their recommendation. 2
technical adjustments were proposed and adopted without
objection. Workgroup recommendation adopted without
objection.
Department on Human Services:
LBB provided a brief overview of their recommendation. One
technical adjustment was proposed by LBB and adopted
without objection. Workgroup recommendation adopted
without objection. Karen Hale. Bill Campbell
Department of Mental Health & Mental Retardation:
LBB covered markup highlights of their recommendation. 6
technical adjustments were proposed by LBB and adopted
without objection. Workgroup recommendation adopted without
objection.
Department of Protective & Regulatory Services:
LBB provided highlights of their recommendation. Workgroup
recommendation adopted without objection.
Health & Human Services Commission:
LBB provided a brief overview of their recommendation.
Workgroup recommendation adopted without objection.
Department on Aging:
LBB provided highlights of their recommendation. Workgroup
recommendation adopted without objection.
Commission on Alcohol & Drug Abuse:
LBB provided a brief overview of their recommendation.
Language explained was adopted. Workgroup recommendation
was adopted without objection
Commission for the Blind:
LBB provided a brief overview of their recommendation.
Workgroup recommendation adopted without objection.
Cancer Council:
LBB covered highlights of their recommendation. Workgroup
recommendation adopted without objection.
Children's Trust Fund of Texas:
LBB covered highlights of their recommendation. Workgroup
recommendation adopted without objection.
Rehabilitation Commission:
LBB provided a brief overview of their recommendations. 4
technical adjustments proposed by LBB, all of which were
adopted without objection. Workgroup recommendation
adopted without objection.
The Committee considered the following Riders:
Rider By Senator Zaffirini, to Amend Rider 3 to Require
Documentation of Efforts to Seek Additional Funds was
adopted without objection for the base of the bill.
Rider By Senator Zaffirini concerning Proposed Motions to
Fund Agency Oversight and FTEs was adopted without
objection into Article XI. The rider was amended to
state Article XI instead of the base bill.
Rider By Zaffirini, Waiver Rider was adopted without
objection.
Rider By Senator Duncan concerning Transferring the
Children's Trust Fund of Texas Council to the Dept. of
Protective and Regulatory Services. The rider was
left pending.
Senator Ellis recognized Senator Truan who addressed the updates
from his workgroup on Crime Victim's Compensation Fund.
Without objection the updated recommendation was adopted.
There being no further business, at 10:27 a.m. Senator Ellis
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
