         Pursuant to a notice posted on April 15, 2002, the Joint  
         Committee on Higher Education Excellence Funding, met in a  
         public hearing and was called to order by the chair,  
         Representative Junell, at 1:05 p.m. 
          
         Present:  Representative Junell; Representative McReynolds;  
                   Senator Ogden; Representative Rangel (4). 
          
         Absent:   Senator Armbrister; Senator Barrientos; Representative  
                   Giddings; Senator Harris; Representative Thompson;  
                   Senator Whitmire (6). 
          
         A quorum of House members was present. 
          
         Testimony was taken.  (See attached witness list.)

         present.)(Senator Barrientos now present.) 
          
         A quorum of Senate members was now present.   
          
         Testimony resumed.  (See attached witness list.) 
          
         At 4:36 p.m., on the motion of Chairman Ogden, and without  
         objection, the meeting was recessed subject to the call of the
