         Pursuant to a notice posted on May 13, 2002, the Joint Committee  
         on Higher Education Excellence Funding, met in a public hearing  
         and was called to order by the chair, Senator Ogden, at 10:02  
         a.m. 
          
         Testimony was taken.  (See attached witness list.) 
          
         Present:  Senator Ogden; Senator Armbrister; Senator Barrientos;  
                   Representative Giddings; Representative Junell;  
                   Representative Rangel (6). 
          
         Absent:   Senator Harris; Representative McReynolds;  
         Representative Thompson; Senator                               
         Whitmire (4). 
          
         A quorum was present.

         At 12:47 p.m., on the motion of Senator Ogden and without  
         objection, the meeting was recessed until 2:00 p.m. 
          
         The committee reconvened at 2:02 p.m. and was called to order by  
         Senator Ogden.
