Interim Charge Four:  "Study the reasons and importance of the fact that
many institutions have fund balances that are negative or balances are
declining over time."

Interim Charge Five:  "Evaluate the need and possible benefits of
establishing a state-funded and state-operated chiropratic program in a
state university system, including the possible transfer of a private
chiropractic institution to a state university system.
