Committee on Public Health met in a public hearing and was
called to order by the acting chair, Representative Laubenberg
at 8:30 a.m.

A quorum was present.

Representative Dawson offered a complete committee substitute.
The chair recognized Representative Morrison to explain the
measure.

be reported favorably to the full house with the recommendation
