A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to requiring certain barbers and cosmetologists to have a |
|
|
product available to reverse certain hair damage. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 1603, Occupations Code, is |
|
|
amended by adding Section 1603.106 to read as follows: |
|
|
Sec. 1603.106. DAMAGE TO HAIR. (a) A person regulated |
|
|
under this chapter, Chapter 1601, or Chapter 1602 who provides |
|
|
chemical hair processing services must have available in the |
|
|
person's place of business or at a site where chemical hair |
|
|
processing services are provided a product that: |
|
|
(1) combines water, Luvimer, Si-Tec DMC, and Cellosize |
|
|
PCG-10; and |
|
|
(2) is used to reverse damage to hair caused by |
|
|
chemical processing. |
|
|
(b) The commission shall adopt rules necessary to implement |
|
|
the requirements of this section. |
|
|
SECTION 2. Not later than December 1, 2007, the Texas |
|
|
Commission of Licensing and Regulation shall adopt rules as |
|
|
required by Section 1603.106, Occupations Code, as added by this |
|
|
Act. |
|
|
SECTION 3. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2007. |
