Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, March 22, 2011, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:37 AM. The following business was transacted:

 

The chair laid out SB 290 and recognized the author, Senator Watson, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved

that the public testimony be closed; without objection, it was so ordered.

 

Senator Shapiro moved that SB 290 be left pending; without objection, it was so ordered.

 

The chair laid out SB 949 and recognized the author, Senator Ellis, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

At 10:06 AM Senator Patrick assumed the chair.

 

At 10:08 AM Senator Shapiro resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Shapiro moved that SB 949 be left pending; without objection, it was so ordered.

 

The chair laid out SB 205 and recognized the author, Senator Whitmire, to explain the bill.  Senator Senator Gallegos, Jr. sent up a committee substitute; the chair recognized Senator Whitmire to explain the difference between the committee substitute and the senate bill as filed.

 

The chair laid out SB 242 and recognized the author, Senator Davis, to explain the bill.  Senator Senator Davis sent up a committee substitute; the chair recognized Senator Davis to explain the difference between the committee substitute and the senate bill as filed.    

 

The chair laid out SB 42 and recognized Senator Davis, in the absence of the author, to explain the bill.

 

Witnesses testifying and registering on SB 205, SB 242, and SB 42 are shown on the attached list. The chair moved that the public testimony be left pending; without objection, it was so ordered.

 

The chair left the bills pending.

 

Senator Shapiro moved that the committee stand recessed until 30 minutes after the adjournment of the Senate; without objection, it was so ordered.

 

Senator Shapiro reconvened the meeting at 1:05 PM.

 

As a matter of pending business, the chair resumed public testimony on SB 205, SB 242 and SB 42.  Witnesses testifying and registering on the bill are shown on the attached list.

 

At 1:46 PM Senator Seliger assumed the chair.

 

The chair moved that the public testimony on SB 205, SB 242 and SB 42 be closed; without objection, it was so ordered.

 

Senator Seliger left the bills pending.

 

The chair laid out SB 49 and recognized Senator Davis, in the absence of the author, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

At 2:38 PM Senator West assumed the chair.

At 3:51 PM Senator Patrick assumed the chair.

 

The chair laid out SB 597 and recognized the author, Senator Shapiro, to explain the bill.  Senator Shapiro sent up Committee Amendment 1.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.

At 4:11 PM Senator Shapiro resumed the chair.

 

The chair laid out SB 127 and recognized the author, Senator Patrick, to explain the bill. 

Senator Patrick sent up a committee substitute; the chair recognized Senator Patrick to explain the difference between the committee substitute and the senate bill as filed. Senator Patrick sent up Committee Amendment 1 to the proposed substitute.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

At 4:49 PM Senator Davis assumed the chair.

 

At 4:57 PM Senator Shapiro resumed the chair.

 

At 5:27 PM Senator West assumed the chair.

 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator West moved that SB 127 be left pending; without objection, it was so ordered.
