Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on Public Education Funding was held on Wednesday, March 16, 2011, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 1:20 PM. The following business was transacted:

 

Senator Shapiro made opening remarks to the Committee.

 

Senator Shapiro called the following invited witnesses to provide testimony. See attached list.

 

At 1:29 PM the clerk called the roll and a quorum was established.

 

At 1:39 PM Senator Duncan moved to adopt the recommendations for the restoration of the ten percent reductions to the Texas School for the Blind and Visually Impaired and Texas School for the Deaf.  Senator West seconded the motion.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At  1:40 PM Senator Patrick moved that three million in exceptional items be moved to Article 11 of SB 1.  Senator Lucio seconded the motion.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 1:43 PM Senator West moved that the superintendent salary request for the Texas School for the Blind and Visually Impaired and the Texas School for the Deaf be moved to Article 9 instead of article 3; without objection, it was so ordered.

 

At 1:44 PM Senator Shapiro moved to adopt the special provisions and that no substantive changes need to be made to special provisions in agency request; without objection, it was so ordered.

 

At 2:24 PM Senator Shapiro moved that the committee stand recessed; without objection, it

was so ordered.

 

At 2:26 PM Senator Shapiro reconvened the committee.

 

At 3:27 PM Senator West assumed the chair.

 

There being no further business, at 3:52 PM Senator West moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
