Pursuant to a notice posted on March 7, 2013, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Pitts, at 7:42 a.m.

 

The initial quorum call was answered as follows: Representatives Pitts; Turner, Sylvester; Ashby; Bell; Bonnen, Greg; Carter; Crownover; Darby; Davis, Sarah; Dukes; Gonzales, Larry; Howard; Hughes; King, Susan; Longoria; McClendon; Muñoz, Jr.; Orr; Otto; Patrick, Diane; Perry; Price; Raney; Ratliff; and Zerwas.

 

A quorum was present.

 


 

Articles I, IV, and V Riders

           

The Committee heard testimony from the Legislative Budget Board.

The Committee heard testimony from the Legislative Budget Board.

 

Representative Turner moved the adoption of the  subcommittee recommendations on riders for  Articles I, IV, and V and adopt the Article XI rider packet.

The motion was adopted without objection.

 

Article I Pending Items

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative McClendon  moved the adoption of the subcommittee recommendations on pending items for Articles I with the exception of budget recommendations for the Film Incentive Program within the Governor’s Trusteed Programs to be left pending. 

 

The motion was adopted without objection.

 

Article IV Pending Items

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Turner moved the adoption of previously pended amounts for the Special Prosecuting Unit in Walker County.

 

The motion was adopted without objection.

 

Representative King moved the adoption of the subcommittee recommendations as amended on pending items for Article IV.

 

The motion was adopted without objection.

 

Article V Pending Items

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Turner moved the adoption of additional funding for Community Programs at the Juvenile Justice Department.  

 

The motion was adopted without objection.

 

The Committee heard testimony from the Legislative Budget Board

 

Representative Turner moved the adoption of the subcommittee recommendations as amended on pending items for the Article V agencies.

 

The motion was adopted without objection.

 

Article III Riders

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Otto moved to adopt the riders recommended by the subcommittee and adopt the Article 11 rider packet.

 

The motion was adopted without objection.

 

Articles VI, VII, and VIII Riders

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Darby moved to adopt the riders recommended by the subcommittee and adopt the Article 11 rider packet.

 

The motion was adopted without objection.

 

Article VI Pending Items

 

The Committee heard from the Legislative Budget Board.

           

Representative Raney moved the adoption of subcommittee recommendations on pending items for the Article VI agencies.

 

The motion was adopted without objection.

 

Article VII Pending Items

 

The Committee heard testimony from Legislative Budget Board. 

           

Representative Darby moved the adoption of subcommittee recommendations on pending items for the Article VII agencies.

 

The motion was adopted without objection.

 

Article VIII Pending Items

 

The Committee heard testimony from the Legislative Budget Board.

 

Representative Darby moved to place the contingency rider for the Low Income Auto Insurance Program in article XI.

 

The motion was adopted without objection.

           

Representative Darby moved the adoption of subcommittee recommendations on pending items for the Article VIII agencies as amended.
