Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, March 17, 2015, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 12:57 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

Senator Eddie Lucio, Jr.

 

Senator Campbell assumed the chair.

 

The chair laid out as a matter of pending business SB 6 and recognized the author, Senator Taylor, Larry, to explain the bill.

 

 

 

Senator Taylor sent up Committee Amendment 1 and Senator Huffines moved adoption; without objection, the amendment was adopted.

 

Senator Kolkhorst requested unanimous consent to incorporate the amendment into a committee substitute; without objection, it was so ordered. Senator Huffines then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Bettencourt moved that SB 6 do not pass but that CSSB 6 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 3 nays, 0 present not voting, and 0 absent. Senator Seliger submitted a motion in  writing requesting to be shown voting aye on CSSB 6.

 

Senator Taylor resumed the chair.

 

The chair laid out as a matter of pending business SB 13 and recognized Senator Campbell to send up a committee substitute. Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Garcia sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Campbell requested unanimous consent to incorporate the amendments into a committee substitute; without objection, it was so ordered. Senator Campbell then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Campbell moved that SB 13 do not pass but that CSSB 13 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Seliger submitted a motion in writing requesting to be shown voting aye on CSSB 13.

 

The chair laid out as a matter of pending business SB 96 and recognized Senator West to send up a committee substitute. Senator West moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator West moved that SB 96 do not pass but that CSSB 96 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.  Senator Seliger submitted a motion in writing requesting to be shown voting aye on CSSB 96.

 

The chair laid out as a matter of pending business SB 382 and recognized Senator Rodriguez for a motion.

 

Senator Rodríguez moved that SB 382 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Seliger submitted a motion in writing requesting to be shown voting aye on SB 382.

 

There being no further business, at 1:23 PM Senator Campbell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
