Pursuant to a notice posted on January 13, 2020, revised on January 16, 2020, the House Committee on Higher Education met in a public hearing and was called to order by the chair, Representative Turner, Chris, at 11:07 a.m.

 

The initial quorum call was answered as follows: Representatives Turner, Chris; Stucky; Button; Frullo; Howard; Pacheco; Schaefer; Walle; and Wilson.

 

A quorum was present.

 


 

The Committee heard invited testimony from Dr. Harrison Keller, Commissioner, Texas Higher Education Coordinating Board.

The Committee heard invited testimony on the following interim charge:

 

Interim Charge #1: Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 86th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure intended legislative outcome of all legislation, including the following:

 

HB 449, relating to certain notations on student transcripts.

HB 1735, and SB 212, which relate to sexual harassment, sexual assault, dating violence, and stalking at public and private postsecondary educational institutions.
