Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Agriculture was held on Thursday, May 9, 2019, in the Capitol Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 8:04 AM. There being a quorum present, the following business was transacted:

 

Senator Rodríguez moved adoption of the minutes from the previous hearings held on April 30, 2019, and May 7, 2019.  Without objection, it was so ordered.

 

The Chair laid out HB 2166 and recognized the Senate sponsor, Senator Flores, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The Chair moved that the public testimony be closed.  Without objection, it was so ordered.

 

Senator Hall moved that HB 2166 be left pending.  Without objection, it was so ordered.

 

The Chair laid out as a matter of pending business HB 1325 and its Senate sponsor, Senator Perry, moved to re-consider the vote by which the committee substitute was previously adopted. Without objection, it was so ordered.  The committee substitute was withdrawn.

 

Senator Perry sent up a new committee substitute.  The Chair recognized Senator Perry to explain the difference between the committee substitute and the house bill as engrossed.  Senator Perry moved adoption of the new committee substitute.  Without objection, it was so ordered.

The Chair moved that the public testimony be closed.  Without objection, it was so ordered.

 

Senator Perry moved that HB 1325 do not pass but that CSHB 1325 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

At 8:26 AM Senator Rodríguez assumed the Chair.

 

The Chair laid out HB 70 and recognized the Senate sponsor, Senator Hall, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The Chair moved that the public testimony be closed.  Without objection, it was so ordered.

 

Senator Hall moved that HB 70 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hall moved that the bill be recommended for placement on the Local & Uncontested Calendar.  Without objection, it was so ordered.

 

At 8:28 AM Senator Hall resumed the Chair.

 

There being no further business, at 8:29 AM Senator Hall moved that the Committee stand recessed subject to the call of the Chair. Without objection, it was so ordered.
