Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Friday, May 10, 2019, in the Betty King Committee Room at Austin, Texas.

The Chair called the meeting to order at 2:35 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Donna Campbell, Senator Pat Fallon, and Senator José Menéndez.

 

At 2:35 PM Senator Schwertner assumed the chair.

 

The Chair laid out HB 1136 and recognized Senator Lucio, in the absence of the Senate sponsor, to explain the bill.  The Chair moved that public testimony for HB 1136 be opened.  The Chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Lucio moved that HB 1136 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.  The Chair moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The Chair laid out HB 304 and recognized Senator Lucio, in the absence of the Senate sponsor, to explain the bill.  The Chair moved that public testimony for HB 304 be opened.  The Chair moved that the public testimony be closed; without objection, it was so ordered.  The Chair moved that HB 304 be left pending; without objection, it was so ordered.

The Chair laid out HB 2461 and recognized Senator Lucio, in the absence of the Senate sponsor, to explain the bill.  The Chair moved that public testimony for HB 2461 be opened.  Witnesses registering on the bill are shown on the attached list.  The Chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Lucio moved that HB 2461 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Campbell submitted a motion in writing form requesting unanimous consent to be shown voting aye.  The Chair moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 2:46 PM Senator Lucio resumed the chair.

 

There being no further business, at 2:47 PM the Chair moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
