Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, April 30, 2019, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. The following business was transacted:

 

The chair laid out SB 2087 and recognized Senator Watson, in the absence of the author, to explain the bill.

 

Senator Watson sent up a committee substitute.  The chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Taylor moved that SB 2087 be left pending; without objection, it was so ordered.

 

The chair laid out HB 403 and recognized Senator Paxton, in the absence of the Senate sponsor, to explain the bill.

Senator Paxton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Paxton moved that SB 629 do not pass but that CSSB 629 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nay, 0 present not voting, and 0 absent.

 

Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Bettencourt moved to reconsider the motion that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator West moved to reconsider the vote by which SB CSSB 629 was reported favorably to the full Senate; without objection, it was so ordered.

 

Senator West moved that SB 629 do not pass but that the CSSB 629 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 968. 

 

Senator Paxton sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.  Senator Paxton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Paxton moved that SB 968 do not pass but that CSSB 968 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1600.

 

Senator Hall moved that SB 1600 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 2285.

 

Senator Fallon sent up a committee substitute.  The chair recognized Senator Fallon to explain the difference between the committee substitute and the senate bill as filed.  Senator Fallon moved adoption of the committee substitute; without objection, it was so ordered.

 

The Chair recognized a TEA representative to answer a member’s question.  

 

Senator Fallon moved that SB 2285 do not pass but that CSSB 2285 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1517.

 

Senator Powell sent up a committee substitute.  The chair recognized Senator Powell to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Taylor moved that SB 1517 be left pending; without objection, it was so ordered.
