Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Property Tax was held on Thursday, May 2, 2019, at the rail near Senator Hancock's Desk.

The chair called the meeting to order at 4:52 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 1090.

 

Senator Paxton moved adoption of the committee substitute which was explained at a previous hearing; without objection, it was so ordered.

 

Senator Paxton moved that SB 1090 do not pass but that CSSB 1090 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent. Senator Hinojosa submitted a motion in writing requesting that he be shown voting nay.

 

The chair laid out as a matter of pending business SB 1428.

 

Senator Hancock moved adoption of the committee substitute which was explain at a previous hearing.

 

Senator Hancock moved that SB 1428 do not pass but that CSSB 1428 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1987.

 

Senator Creighton moved that SB 1987 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

The chair laid out as a matter of pending business SB 2083. 

 

Senator Hinojosa moved that SB 2083 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1613.

 

Senator Paxton sent up a committee substitute.  The chair recognized Senator Hall to explain the difference between the committee substitute and the senate bill as filed.  Senator Paxton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Paxton moved that SB 1613 do not pass but that CSSB 1613 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent.

Senator Paxton moved that SB 2101 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

The chair laid out HB 2650 in lieu of SB 1285.

 

Senator Bettencourt moved that HB 2650 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Bettencourt resumed the chair.
