The House Appropriations Subcommittee on Article II hearing scheduled for April 7, 2020 is postponed until further notice. Out of concern for public health due to Coronavirus/COVID-19 and to ensure that the public has the full opportunity to participate in the topics, the Subcommittee will take up these charges at a later date.

 

The House Appropriations Committee, Subcommittee on Article II will meet to hear invited and public testimony on the following:

 

Interim Charge #5: Examine state investments in the health and brain development of babies and toddlers, including Early Childhood Intervention and other early childhood programs for children in the first three years.  Evaluate opportunities to boost child outcomes and achieve longer-term savings.

 

Interim Charge #1 (partial), specifically related to monitoring:

·                Implementation of new funding and full-time equivalent positions for the Department of State Health Services (DSHS) Vital Statistics Unit;

·                Fulfillment of requirements in Health and Human Services Commission (HHSC) Rider 114, including HHSC Office of Inspector General alignment of oversight of managed care organizations;

·                Impact of funding and implementation of legislation related to post-permanency services for children exiting the Texas foster care system.

 

Public testimony will be limited to three minutes per witness.
