Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Subcommittee on Higher Education was held on Monday, April 17, 2023, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 5:13 PM. There being a quorum present, the following business was transacted:

 

Senator Middleton assumed the chair.

 

The chair laid out as a matter of pending business SB 2136.

 

Senator King moved that SB 2136 do not pass but that CSSB 2136 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 2538.

 

Senator Springer moved that SB 2538 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 1517.

 

Senator Springer moved that SB 1517 do not pass but that CSSB 1517 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Springer moved that SB 1887 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Middleton sent up a committee substitute and was recognized to explain the difference between the committee substitute and the senate bill as filed at the hearing on April 13, 2023.  Senator King moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator King moved that SB 2335 do not pass but that CSSB 2335 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Middleton moved that SB 518 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Middleton moved that SB 1565 do not pass but that CSSB 1565 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator King moved that SB 1876 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Springer submitted a motion in writing requesting consent to be shown voting aye.

Senator King moved that SB 1987 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Springer submitted a motion in writing requesting consent to be shown voting aye.

 

There being no further business, at 5:23 PM Senator King moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
