Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Friday, February 3, 2023, in the Capitol Extension, Room E1.036, at Austin, Texas.

The Chair called the meeting to order at 9:33 AM. There being a quorum present, the following business was transacted:

Senator Hinojosa made opening remarks.

Senator Hinojosa laid out SB 1.  Testimony was heard on SB 1 – Article 1. Witnesses testifying and registering are shown on the attached list.

Senator Huffman assumed the chair.

At 11:57 AM Senator Huffman moved that the Committee stand at ease.

At 12:42PM Senator Huffman reconvened the meeting.

Office of the Governor and Trusteed Programs within the Office of the Governor

Public testimony was heard.

Invited testimony continued.

Secretary of State

Facilities Commission and Revenue Bonds for Lease Payments

Senator Hinojosa assumed the chair.

Senator Huffman resumed the chair.

Public Finance Authority and General Obligation Bond Debt Services

Bond Review Board

Department of Information Resources

State Office of Risk Management

Ethics Commission

Public testimony was heard.

The chair closed public testimony.

Senator Huffman moved that SB 1 be left pending; without objection, it was so ordered.

There being no further business, at 4:51 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
