Pursuant to an announcement from the house floor on May 6, 2025, and permission granted on May 6, 2025, to meet while the House was in session, the House Committee on Environmental Regulation met in a formal meeting and was called to order by the acting chair, Representative Ordaz, at 12:53 p.m.

The initial quorum call was answered as follows: Representatives Landgraf; Ordaz; Anchía; Bell, Keith; Bumgarner; Morales Shaw; Oliverson; Reynolds; and Toth.

A quorum was present.

Representative  Ordaz moved that the April 24, 2025 minutes for the House Committee on Environmental Regulation be corrected. The corrected minutes were authorized without objection.

HB 3868

The acting chair laid out HB 3868 as pending business.

The acting chair, Representative Ordaz, explained HB 3868.

Representative Anchía offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Anchía moved that HB 3868, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Landgraf; Ordaz; Anchía; Bell, Keith; Bumgarner; Morales Shaw; Oliverson; Reynolds; Toth (9).

Nays:                           None (0).

Present, Not Voting:   None (0).

SB 2351

The acting chair laid out SB 2351, the companion to HB 1768.

The acting chair, Representative Ordaz, explained SB 2351.

Representative Oliverson moved that SB 2351, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

The acting chair laid out HB 1227 as pending business.

The acting chair, Representative Ordaz, explained HB 1227.

Representative Toth moved that HB 1227, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

At 12:57 p.m., on the motion of Representative Ordaz and without objection, the meeting was adjourned subject to the call of the chair.
